Checklist

We provide a  checklist with a comprehensive explanation of the criteria used by the jury to evaluate projects.

We recommend that applicants use this checklist to obtain a preliminary impression of a project's chances of receiving a Film Fund subsidy.

1. Cultural effect: project's significance in terms of cultural development in Vienna

The following aspects of the projects will be evaluated:

  • total artistic quality
  • quality of the treatment
  • quality of the screenplay
  • crew list
  • cast list
  • project's technical and economic quality in light of the use of resources and know-how in Vienna and possible transfers
  • expected success of exploitation in light of artistic and cultural aspects

The project should possess the following characteristics: 
  • creation of original creative content
  • regionally specific contribution to cultural diversity in Europe
  • target group-oriented exploitation concept which takes the project's specific nature into consideration
  • production in Vienna (shooting in particular)
  • criteria of item 3.1. in the Subsidy Guidelines or similar or equivalent criteria

2. Effect of Vienna's film sector (project's significance for development of the film industry in Vienna)

    The following factors will be evaluated with regard to the added value for the film industry:

    •  Will workers in Vienna's film industry be employed in artistic, technical and / or administrative function's?
    • Will the film-and media-specific infrastructure in Vienna, the Vienna Region or the Centrope Region be employed?
    • Will services be provided by the creative industries or related sectors during production?
    • What is the relationship between the size of the project's budget (high or low), the target groups, the exploitation concept and the expected success of exploitation?

    3. Priority productions (one or more of the following aspects apply):

    • Vienna is recognizable as the setting
    • Vienna is an important location
    • outstanding artistic quality
    • difficult film with a low budget
    • film by young director
    • workshop project
    • children's film
    • above average economic effect on Vienna's film sector
    • amount being applied for is less than 30% of the recognized total costs of production
    • funds from other institutions, international sources in particular, that are available to the applicant will be spent in Vienna (i.e., the economic effect on Vienna's film sector will not be generated by Austrian funds alone)
    • the project in question is linked to another one, which will result in a reciprocity of regional effects

    In addition to the eligibility to apply according to items 4.1., 9.1., 10.1. and 12.1., the management board will also evaluate initial applications, in particular when a newly established company is involved, at to whether:

    • film-industry workers employed during production work in Vienna habitually or intend to do so, meaning that a long-term effect can be expected from the project and its subsidy;
    • the applicant is involved in other film-specific activities in addition to the one named in the application, or has the proven intention of doing so in the future.
